All meetings must start at the 00 or the 30 of the hour. This means that a meeting could start at 10:00 am, but never at 10:05 am or 9:55 am. Then having that meeting end on the 15 or the 45 of the hour means that with will no longer be the default meeting length of thirty minutes or an hour for all meetings.
This creates a pressure for the creator of meetings to contemplate how long they think they will truly need for a meeting. This is because the available lengths for meetings would be 15, 45, or 75 minutes. The default 30 minute meeting length now needs to be condensed to 15 minutes, otherwise it will be extended to 45. Use the meeting length that better fits your needs.
The true benefit of this is that there is no way for two meetings to run into each other. There will never be a meeting that ends at 10:00 and there will never be a meeting that starts at 9:45 so no matter how your meeting schedule gets created, no matter how busy your agenda is, there will always be a 15 minute break before the next meeting starts. Always.
